Metrolinx Construction Noise Relief

TO THE LEGISLATIVE ASSEMBLY OF ONTARIO:

WHEREAS since 2019 the Ontario government has made its projects exempt from the City of Toronto’s noise by-laws; 

WHEREAS Metrolinx routinely permits its contractors to undertake extremely loud construction work such as piling, jet grouting and excavation overnight, for weeks or even months on end;   

WHEREAS overnight noise and/or noise lasting for intervals of 16 hours or more is having a harmful impact on residents’ physical and mental health by causing sleep loss, stress, and loss of productivity;

WHEREAS the Ontario government needs to strike a balance between completing Metrolinx construction projects and protecting residents’ health and quality of life;

THEREFORE WE THE UNDERSIGNED petition the Legislative Assembly of Ontario to remove the Ontario government’s exemption from the City of Toronto’s construction noise bylaws, thus requiring provincial agencies such as Metrolinx to give residents noise relief from 7PM to 7AM on Mondays through Fridays, 7PM to 9AM on Saturdays, all day on Sundays, and all day on stat holidays.
